I agree with you, it is outrageous and I don’t think people can’t afford to pay a $100,000 fine. The issue is, they do have warning signs that you cannot fish in this particular place to save our beautiful sea animals. Do you have any ideas on other forms of punishments? Another student had an awesome idea of getting them to do community detention, this way the person can learn from their mistakes while taking care of the environment and making a real difference to that community.
